I couldn't get away with boastfully broadcasting and carrying around a half empty glass bottle of Hennessy unless I was in New Orleans.

Well, the child obviously is being mislead and potentially abused. The blame lies with the older counterpart.

For him/them to feel they can display this obvious illegal act so boastfully and nonchalantly leads me to believe this likely happens routinely---and---nothing happens to them.

Given those facts of lawlessness, it would lead me to believe they may be in a more blighted area. If that is the case, why does a child have forty dollar bottle of liquor? I was told by some people certain areas are really poor and people are just trying to stay alive. A forty dollar bottle given to a 13 year to walk around drunk in broad daylight seems like a big luxury to me.
