Obviously, they're like 80 billion in debt despite only having 3.5 million people and something like 45% of the population lives in poverty due to a variety of reasons including the high cost of living due to the majority of food and products being imported.
Ultimately it's caused by some tax break Puerto Rico received in the 70's for businesses which caused a bunch of new jobs to boom there and then the government removed those tax break and all the companies left in droves either back to the mainland or outside of the US.
