No one knew where the bullets were coming from. This guitarist is simply reflecting on his revelation that even if the gunman where on the ground, he'd hesitate to grab his own weapon out of fear that he'd be perceived as the bad guy.
And if he was in a theater or nightclub, or some other confined location? The audio of the poor folk trapped in the bathroom of the Pulse Nightclub suggest a much different set of priorities.
Except you're completely off target (no pun intended) as he's talking about what it would look like to police if he was standing amongst the chaos holding a firearm.
