Maybe try having it wear the leash around the apartment? Also, just for sanity you could try picking it up until you get outside. Basically every time. Sometimes I'll sneak it on when he's sleeping and he won't pee. And I have, I let him wear the leash around the apartment for a bit and he ended up just peeing all over them and I had to get new ones I could try picking him up but he's in such a submissive phase I don't even touch him anymore or he just pees everywhere. Happy, scared, whatever he's peeing.
