Unless something is a private club which doesn't receive funding from the school, which certainly is not the case in this situation, they absolutely are associated and an arm of the school. Likewise because an athlete's actions are being threatened by punishment by the school(the principal is issuing this threat) then it's absolutely an overreach and therefore a violation.
