I think if someone's main criticism of Outlast is that it's too long, they might not care for Alien: Isolation, which goes on f o r e v e r.

The new Prey game, in addition to being my favourite game this year, is also one of the best horror games I've played. The encounters are tense, with its dreadful atmosphere heightened by the light Nemesis system (RE3 version, not Mordor) it has going on.

Another game I don't see mentioned often is Vampire: The Masquerade - Bloodlines. It's more classically horror than the modern interpretation of horror which amounts to "scares = horror," but it does have one level specifically that stands among the most terrifying experiences I've had in a video game.
