If we assume the light is a quick flash, like a camera, she was already on the floor by the time the flash was over with. It was simply too fast and unexpected for him to react to. Now I know I have quicker then average reaction time then the average person but I would not know how much faster. If I was in that position, expecting a possible ambush (As in I had to be expecting something) I would of likely did a telekinesis push on her before she lept in the air.
