From wikipedia:

Horror is a genre of fiction which is intended to, or has the capacity to frighten, scare, disgust, or startle its readers or viewers by inducing feelings of horror and terror.

That definition seems to indicate that a horror movie needs to be scary, not your premise.

Meh, to me at least, something can be horror but not scary. Like, it induces certain feelings that aren't scary but make you feel uneasy
