The guy wouldn't be impeding traffic if he wasn't in that lane to begin with. However, he also wouldn't be impeding traffic if all of those cars weren't speeding to begin with. Hence, they're ALL wrong, but the cop could only pull over one, so he used his discretion to decide which one might lessen the dangerous situation most, even though the others are just...
