Somebody going the speed limit but staying in the left lane could possibly be impeding traffic, and should probably get a ticket if they are. That said, somebody speeding to pass should also probably get a ticket. Logically, the cop should have pulled over people speeding to go around the guy, as well. It came down to his discretion, and he decided to pull over the driver impeding traffic, since it was technically causing the more dangerous situation, since so many cars were speeding and he couldn't possibly pull them all over.
