They started a fire for the same reason anyone starts a fire, they fucked up and something caught fire.
It's getting cold and the fire was probably used for warmth, but spread out of control. Use common sense.

And yet again, please express your frustrations to the people picking up the burnt and destroyed remnants of their meager possessions of how put out you were for having to sit in traffic for a while.
