Cousins has had fully guaranteed contracts his entire career. Rookie contract isn't guaranteed and his fully guaranteed contracts have mostly been 1-3 year extensions (which is also what the franchise tag falls under). And he's also shown a level of durability (well until this year =( ) that he's earned it. That's much different than a 5 year fully guaranteed contract for Watson.
