If suddenly an Eagle (who are generally otherwise occupied) went and dropped a delivery Hobbit in Gondor, Sauron would get pretty suspicious. I am not sure what Sauron was expecting them to do. None of them were using the ring, so it's not like he could plan for them trying to use the ring against him. Gandalf mentioned that destroying the ring never occurred to him, that leaves hiding it.
