So they can sell merch. I wouldnt doubt rumors of his presence being oversaturated in the game. Some kind of Nemesis like character that shows up in 10 scripted segments of the game where you just have to run down a corridor and dodge obstacles to get away from him. Or he just randomly shows up if you take too long in some areas. Making you have to lose him and go back if you want to explore more.
