I think that is what they tried to do ~~at the end of Ant Man 3~~ Part of the reason Thanos worked so well is that he didn't need to do anything in most movies. The build up was easy to understand. There's this bad guy in the background wanting these powerful stones that are the common thread in these movies. The heroes don't really know about him until the big crossover.
