If you have somebody with a lot of Halloween spirit, you tend to get pretty done-up houses because everybody else gets into it, too. However, when an area has few trick-or-treaters and nobody has a lot of spirit, you don't get decorations. As such, some places will be over-the-top nowadays that had nothing in the 90s and vice versa.
