Hydration gel would bring moisture into your skin. The moisturizer would then lock it in. Depends on your skin if you need both. You may not need either. Or sometimes need one but not the other. Or sometimes you'll need both. Skin changes all the time.

Generally, you'll want to at least hydrate after your routine because it just dried you out some. Experiment to see how you respond with both or neither though
