What I mean is this - if a company borrowed money and then were found to have overreported their collateral by a billion dollars how much trouble would they be in?

It depends why and what the money was used for and who it was falsely reported to.

For example, let's say you get contracted by the government for a billion dollars to do something but it turns out you fucked up and need to borrow another billion dollars to finish but it's okay because you know you'll make it all back and use your loan to finish the project without notifying the government.

You will be fucked so hard you'll wish you only committed a billion dollars worth of tax fraud.
