They said the cost of the program would be in the low millions for the entire state, and that the schools would need to accord in their yearly budgets.

So, say it was $4 million (low millions), and the article said 4,000 schools.

That means $1,000 a year per school... wow.

I wonder what these costs are he is quoting for the $19 billion, and how much of it would actually be cash outflow.

Besides that, people here are always going on about how california has so much money, their property taxes alone are killer. I know they and new york were pissed when deductions on federal taxes for state withholdings were nerfed hard.

Why are they so far in the hole and using it as an excuse now?
