Apparently it is difficult for some to understand that DHS can't proceed using the funds if such laws are in place. It has been delayed since 2019 when congress, not the executive branch, first appropriated the funds.

Biden asked to reappropriate the funds, that never happened, so here we are months before the end of 2023. So it's not as simple as "just not do anything" if he's required by law to allow DHS to move forward by that time. Executive orders still have to work within the law, they can't issue funds and deny DHS the ability to use them.
Apparently it's incredibly difficult just for you, and only you in this topic, to understand that Biden doesn't have to push aside environmental regulations to fast-track a border wall he claimed to be against.
