Topic	Biden Admin waives federal laws to allow for border wall construction

It has been delayed since 2019 when congress, not the executive branch, first appropriated the funds. Biden asked to reappropriate the funds, that never happened, so here we are months before the end of 2023. So it's not as simple as "just not do anything" if he's required by law to allow DHS to move forward by that time. Executive orders still have to work within the law, they can't issue funds and deny DHS the ability to use them.
