Are you saying good parents allow their kids to run and scream in a mall just because they felt it was necessary? I'm not saying anything yet. I'm pointing out that you're bothered by kids running around being kids. You're bothered by toddlers being restrained by a leash. You're bothered by kids being quiet watching a smartphone or tablet. So if a kid is acting up what do you think the parents should do?
