It sure as hell did when the government did a similar test here in Britain. A lot of people responding to the texts being sent out with "How did the government get my phone number?" oblivious to the fact that sending these messages doesn't require knowing their phone number. But also the government has your phone number anyway since they're the ones responsible for giving them out. The FCC in America.
