It sounds more like they objected to "TRIGGER WARNING: THIS IS THE MOST FUCKED UP THING IN A GAME, EVER" then seeing a pixelated alien thing "bobbing up and down" on the screen a little, it could easily come across as mocking or dismissive based on the dev's description. Steam's approval process is a mess though, so who knows. I'll guess we'll see when the game comes out.

There's barely any approval process at steam. The operating policy is to basically put it on the store and take it down later if found to be bullshit. E.g. cryptominers, sexual content with underage characters, or hate speech.

Whatever this dev did must have been extremely egregious.
