Black Manta has some things going against him, imo. He has all kinds of cool gadgets and weapons, but decades into their fight he still INSISTS on wearing that stupid fucking helmet. The dude has artificial gills. That helmet he wears isn't intimidating, lol. He doesn't need it to strike fear in the ocean. Speaking of the fear factor: What has he actually done, anyway? Where is Manta during Crisis events, etc.? To me, Black Manta even today is just a bit too silly of a villain that reminds me of a simpler time in comic books. And comic books have changed a fair bit since the Silver Age.
