I'd say the answer is someone who was a one-term president, who didn't inherit the office from a dead predecessor (as those who did are a common trivia tidbit), and is generally ranked in the middle of the pack in historical rankings of presidents because they were unremarkable enough that they can't be labelled as good or bad. They also shouldn't have any major well-known landmarks named after them (like Herbert Hoover and the Hoover Dam). And also they probably shouldn't be a major plot point in a huge Hollywood blockbuster (so Chester A. Arthur thanks to Die Hard with a Vengeance).

So someone like...say...Rutherford B. Hayes.
Yeah. When he does come up, it's mostly in regards to the shenanigans that got him elected. Not his actual presidency. Also weird fact - Rutherford B Hayes is super super popular in the country Paraguay. It's a weird story.
