I think Arthur gets the edge in obscurity. Fillmore at least is known for having been the last Whig Party POTUS and the last POTUS to have not been a Democrat or a Republican while in office (he later joined the Democrats, but only after he was out of office), and he's popularly (though wrongly; H.L. Mencken made the whole thing up) believed to have been the first POTUS with a running-water bathtub. Plus, he's the one who sent Matthew Perry out to forcibly open up Japan, although Fillmore was out of office by the time Perry got there.

And yes, Fillmore's name was used to create a far-right propaganda "comic" strip starring an anthropomorphic duck, which otherwise had jack-all to do with him.
