It doesn't look super bad, but it is low detail (Shining Knight doesn't have a face) and everyone's in copy-pasted generic Bruce-Timm-male pose. I think they're referring to the when the public found out the Watchtower had a laser pointed towards Earth due to Luthor hacking it.
