Hmm?!? An appeal to emotion? Cute puppies but may I kindly suggest you present an actual reasoning instead? This kind of rhetorical fallacy just won't do :)
How about this.

That's an adult one

Oh hell a smiling pitbull. I'm saving the video:)

So that's still an appeal to emotion. Don't get me wrong, an appeal to emotion is not inherently bad. Thing like "please donate to charity" or "please adopt from shelter" is a good use of emotional appeal.

However, in this case posting cute photos becomes rhetorical because the other side also has a very strong appeal to emotion. We have human casualties. The audience (me included) now has to weigh the cuteness of the pibbles (pro-side) against the tragedy of human life (anti-side).

So no, appeal to emotion won't work because both side have it going in circle. I'm inclined to give my vote to anti-side because so far they have statistic on their side and statistic works as logical reasoning regardless of emotion.

Pro-side needs to come up with better argument instead of cuter photos ^^
