I suspect it's because you can class into it as an intermediate class, but they wanted them to remain relevant enemies even during parts of the game where most of your army is in advanced classes. And unrecruited Ingrid is considered to be in that class for several chapters. If you recruit her then, her stats will scale to those significantly higher growths even though she'll change to a regular peg knight once in your army. Easy way to give out of house Ingrid a big boost --- My sister's dog bit a hole in my Super Mario Land cartridge.
