Its the balcony of the apartment where I live. The rent is paid by my employer.

You're taking what the OP said at face value. What most likely happened was the Secret Service told the local police to tell residents to stay inside for their own safety. He could come outside and stay at his balcony, but is recommended not to.

Yeah, this is probably accurate.

And besides, there are plenty of things that the Secret Service can do to protect the President, including taking over your property temporarily, going on your roof to set up a temporary sniper nest, etc., and there's nothing you can do about it.

Only if the country hosting them allows them those privileges. They have no jurisdiction here beyond what the local government grants them.
