In emulation/simulation, the general rule is that in order to emulate a game console, you have to have a computer that's (at least) 10* more powerful than the emulated hardware.

Following that logic, we're implying here that there's a parent universe more capable than ours, and we're at the bottom of that, because there's little to suggest that we could ever simulate another universe in its entirety with our laws of physics, and that universe would be even less capable.

I think the universe is made of pure math abstracted from something else natural that we cannot observe. How far up does it go? I don't know. Probably none of our logic applies. How is there something from nothing? Well, that's just a rule we see in our universe. (And not even on the quantum level, which is just static noise from nothing at all)
