Several countries, such as France, Russian Federation, Austria, China and Japan, have laws against extraditing their respective citizens.
Others, such as Germany and Israel, do not allow for extradition of their own citizens in their constitutions.

The UK and America (in America's case it all depends on how rich/well connected you are, of course) allow it, funnily enough, they don't give a fuck about their own subjects/citizens.

In the old days, the British Empire would send a gunboat to a country, if it dared to arrest one of it's subjects, oh, how they have fallen.
