Its... good for what it is. Unfortunately what it is; is a children's movie made in the year 2023 by Seth Rogen. What do I mean by that?

Children's movie: The violence is toned down to the point where "the power of Friendship" literately saves the day. The goal of the main characters is to make friends at school... instead of fight badguys; AND that's the plot. Which is like saying it's okay to have bad writing if you admit it.

2023: The turtles' cellphone habits directly reflect the usage and popularity of tiktok. The rest of their personality is also very Zoomer-esque. Donatello is a stereotypical portrayal of Autism.

Seth Rogen: A hackfraud with no sense of humor other than smoking weed. He couldn't make his usual "joke" of giggling like a stoner in a children's movie (thankfully) so unfortunately the best he could do is celebrity references. "This is just like that scene in that other movie, with my favorite actor!"

That said; the animation was solid, the cast of characters were good picks even if some of them were annoying. Splinter was rough at first (making him jew-ish instead of Japanese) but he kicked butt and finished strong. Baxter was basically the villain, and it was a great choice to save Shredder for a sequel.

I wouldn't say it's "so damn good" but I would say something like "better than it has any right to be."
