During the Buu saga Goku and Vegeta were both stronger than Gohan when he achieved ss2 and beat Cell. Despite being stronger than Gohan at that point in time Goku wasn't strong enough to beat Buu. He bought the earth some time by ensuring that an even stronger fighter would show up to fight, and that fighter was Gotenks.

So the fight depend on how each either of them fights. If is Gohan pissed off and doesn't fuck around compared to Gotenks not taking the fight seriously until he finally feels pressured enough to try then Gohan could take it. If Gotenks fights out of character and just goes to whoop Gohan's ass either in base or super saiyan then he would win.
