Honestly, I doubt they have those kind of resources to spare. Their actual goal seems to be to make Moscow citizens who have been relatively insulated from the war more keenly aware of the fact that it could happen to them too to put pressure on the kremlin. One or two drones every couple of weeks serves that purpose using the least number of resources possible.

However, those new high-speed sea drones that they just released can and should be used in force. Both to take out the Crimea bridge and also to push Russia's Black Sea fleet outside of missile range from the mainland.
