The town I grew up in had a train station, sure, but no buses or cabs so unless you have a car you're walking to the station or calling a taxi service that charges you $20 just to drive there. and also 90% of the roads had no sidewalk so have fun walking!
You can build sidewalks and establish bus service. These are choices. In many American cities, viable transit options (streetcars, trolleys, so forth) were removed to make way for cars.
