Biden administration wants to help Ukraine, and the Republican party's current policies today are mostly based on being contrarian toward whatever Democrats are doing. 3. They can loosely try to tie it into other political news stories of the past to create some broad conspiracy narrative - particularly the Hunter Biden Burisma stuff that was in Ukraine.
