Something that's occurred to me regarding Hsu Hao - if Midway hated him so much, why did they put him in the game in the first place? Couldn't they have given him a design they liked better? Alternatively, Dairou was meant to be in Deadly Alliance, and there's concept art of him in the Krypt, but he was cut and held back until Deception. Why not cut Hsu Hao and give his story role as a Red Dragon henchman to Dairou instead?

I've wondered that's too.

I guess once the characters actually make it into development, it's hard to go back and drop them completely. Depending when they decided they really disliked him, they might not have had time to fully create a character like Dairou who never made it past koncept art, as well as edit stirs, bios etc.
