So this girl, that's presumably of the same age and possesses the same or similar cognitive ability as the boy since they're in the same classroom, is more akin to being like a 5 year old to you? It's kind of crazy how the best defense anyone can muster for this girl is to infantilize her or reduce the agency of her actions as much as possible. Pretty sure the best way to avoid having people slap you to the floor in retaliation is to not slap people in the first place, rather than whine about the disproportionate response after the fact.

If she slapped harder then would his retaliatory slap be ok with you?

It's not even about the strength of the slap, but whether or not you believe you are at risk of sustaining injury. She slapped him and proceeded to walk away. There was no ongoing threat. By hitting her back, the guy suffers a net loss. He gets attacked by another student, gets suspended, puts himself at risk of being sued, or earning a criminal record. He gained absolutely nothing at all.
