Not necessarily. Buenos Aires currently has a sunrise at ~8am and Longyearbyen has a sunrise at ~1:15am. For a place someone is more likely to be from Orlando is ~6:30am.
This. It really varies by latitude, longitude, and time zone.

Although since Longyearbyen is well north of the Arctic Circle, it stands to reason that there is no sunrise/sunset there at this time of year, since the sun is in fact above the horizon even at the dead of night.
