Fighting games have this weird tendency where all the playable characters are supposed to do their part in the main story, and those that don't just ain't in. Then DLC becomes some sort of excuse to put them in later because it's unreasonable to retroactively thrust them into the main story. Being that this is the beginning of a new timeline, I doubt Quan Chi has any relevance at all. Shang Tsung, on the other hand, is an odd choice.
