There's an old old old Ms dos game I used to play all the time called "nuclear war"

The idea was basically the same as DEFCON if you ever played that game but it was presented as much more humorous / comical. It was a turn based game and you could only do one thing a turn. You could either

1. Build nuclear weapons
2. Ready a missile
3. Ready a bomber
4. Activate one of two defenses
5. Use propaganda

While building nuclear weapons built them at random, it would always build nuclear weapons. Propaganda had a truly random output that could include things like "hell cracks open and devours your city"

But by far the most common result of propaganda was to attract defectors from another country to yours.
