If you can complete your job at home and don't need to be in the office, your commute time counts as work and you should be compensated appropriately for it. Simple as that. If more employees held their company responsible for this, they'd downsize their office. That would save them money. A former employer of mine has embraced this and has put multiple buildings up for sale accordingly, and I hope the private sector follows that example.

If you can't work from home, that's a different story. If your duties require your physical presence, you're not wasting time by commuting.
