My city of 10 square miles, with just under 30k population, runs 3 officers at a time most shifts simply due to lack of officers on staff. And that's not enough to do the best. I cant imagine how hard it is for just 3 officers over an area the size of 700 square miles. If by choice, then that office needs better management. If that is all they had on hand not by choice, but circumstance, I can understand it better.
