The Rebels wanted a return to where planets had the ability to self-determine, while having an overarching government that maintained harmony via diplamcy. The Empire wanted control via force, and it didn't care who suffered as a result. Hence why Palpatine was so big on the Death Star. He wanted to rule via fear. As soon as the Death Star was fully operational, he disbanded the Senate becuase he no longer had use for or interest in it's slow moving mechanisms.
