He gets a little off the ground but it's locked. He tries again with more force to pull out of the lock, he catches on the guy's arm, and his weight forces him to stomp that foot back down because his front foot was already in motion. Basically, he tripped. You ever trip a bit over something with one foot while the other foot is already in motion?
