If i'm at a restaurant and the server is coming to the table with my food, and they trip and drop it on the floor, I wouldn't expect them to just say "sorry" and give me the bill anyway without replacing it. It's a pretty dumb move in general not putting the dog up when a customer is coming to pick up a food item, you have no idea if that person likes dogs, is terrified of them, that's bad practice in itself.
