On the one hand, they are good because it keeps your neighborhood looking good and prevents morons from parking their cars on the front yard and doing crazy stuff like that, which keeps curb appeal and raises property value. On the other hand, you cant really do what you want to your own house without permission. I don't have one and luckily all my neighbors are clean and don't blast music at odd hours of the day.
