This isn't hard to understand. White authors have the habit of not describing their characters skin color or race unless they specifically are non-white. It's a tendency to default to the majority race of where they came from. If you read a book written by a white author from the western hemisphere, and they do not describe a character's skin color, there's a good chance the author intended for them to be white.
Not just white authors, I remember reading a series of books written by an African American and pretty much the reverse was the case, where white people had their skin color described but the supporting characters who were black never had that outright stated. It's a subconscious thing I find authors have, and maybe it's kinda weird, but people in general are weird and I suppose there's worse habits to have when writing.
