To be fair, if something goes against someone's religious beliefs they shouldn't have to act against their own beliefs.

I'm not religious, but to force them would be against their own freedoms, so it's a double edged sword.

The standard would be if there is a reasonably accommodation for both parties (the worker and the ones wandering to get married). If everyone in the court house isn't willing to officiate, that's an issue.
